This pattern has two uses. First, noun + にしたがって means "to follow, in accordance with" instructions, rules, or directions: 先生の説明にしたがって実験を進める (carry out the experiment according to the teacher's instructions), 矢印にしたがって進む (proceed by following the arrows).
Second, verb dictionary form + にしたがって expresses parallel change — "as A progresses, B changes along with it": 北へ行くにしたがって、寒くなる (the further north you go, the colder it gets). This sense is close to につれて but more formal; につれて does not have the "follow/obey" meaning, while とともに and に伴って are two sibling patterns in the same parallel-change group.
Distinguish it from とおりに: にしたがって emphasizes the process of following instructions step by step, while とおりに emphasizes the result matching the model exactly. Also, したがって at the BEGINNING of a sentence is a written-style conjunction meaning "therefore" — a separate grammar point; don't confuse it with this compound particle.
