〜ようと思う

〜ようと思う combines the volitional form with と思う to state your own intention: 国へ帰ろうと思います (I'm thinking of going back to my country). This pattern is about the speaker's intention (or asking about the listener's) — it's not used in the 〜ようと思います form to report a third person's plans.
There are two forms: 〜ようと思います expresses a decision that arises at the moment of speaking, while 〜ようと思っています shows you've been nurturing the intention for a while and still hold it. The 〜ようと思っている form, though, can also be used for a third person: 兄は日本で働こうと思っています.
Compared with the 〜つもりです you learned at N5, 〜ようと思う sounds softer and less certain — つもり is a plan already decided, while 〜ようと思う is still "thinking that I will…". Close in meaning is 〜予定です (according to a set schedule) in the inference-and-reporting chapter.
