Use 〜てもいいです to say that something is allowed. Adding か at the end — 〜てもいいですか — is a very common polite way to ask permission.
How to form it: verb て-form + もいいです. When granting permission, answer はい、どうぞ or はい、〜てもいいですよ. When refusing, use 〜てはいけません or decline more softly with すみません、ちょっと….
Note: "it's fine not to do it" is a different pattern — 〜なくてもいいです — don't confuse it with this one.
