Use verb dictionary form + のが下手です to say someone is bad or clumsy at doing something. It is the opposite pair of 〜のが上手です.
Unlike 上手, you can freely use 下手 about yourself — Japanese people very often say 下手です about themselves to sound modest.
The particle before 下手 is が. With a noun, の is not needed: テニスが下手です.
Examples
私は泳ぐのが下手です。
I'm a poor swimmer.
兄は字を書くのが下手です。
My older brother has bad handwriting.
父は写真を撮るのが下手です。
My father isn't good at taking photos.
