さらに has two uses. First, as a conjunction, "furthermore," to PILE ON information in the same direction: 風が強くなり、さらに雨も降り出した (the wind picked up; furthermore, it started to rain). What is added usually points the same way as what came before — good on top of good, bad on top of bad.

Second, as an adverb, "even more," placed before an adjective or a verb of change: さらに大きな病院 (an even bigger hospital), さらに高くなる (will rise even higher). In this use さらに compares the new level with one that is already high to begin with.

さらに leans toward writing and formal speeches; in everyday conversation, それに・もっと are more natural. Compared with そのうえ ("on top of that"), さらに is stronger and more compact, often used for rapid-fire lists in news reports and formal reports.
