〜恐れがある warns that something BAD may happen: 台風が近づいていて、電車が止まる恐れがある (a typhoon is approaching, and there is a risk the trains will stop). This is the formal wording of news reports, weather forecasts, and official announcements — rarely used in everyday conversation.
Connection: verb in the dictionary form or ない-form + 恐れがある; nouns add の (地震の恐れがある). The polite form is 恐れがあります.
The key point: this pattern is ONLY used for negative outcomes — risks, damage, an illness getting worse. To express a good possibility ("might win a prize"), use かもしれない, not 恐れがある. Compared with かもしれない, which is neutral about good or bad and common in speech, 恐れがある is both formal and presupposes that what is mentioned is cause for concern.
