Noun + において is the formal version of the particle で, marking the place, time, or setting where something takes place: 会議は第一会議室において行われます (the meeting will be held in Conference Room 1). You'll encounter it in announcements, speeches, and official documents; in everyday conversation, just use で.
Beyond concrete places, において can also open up an abstract field or scope: 現代社会において (in modern society), 教育において (in the field of education) — places where で doesn't sound formal enough.
When modifying a noun, use における: 日本における人口問題 (population problems IN Japan). Be careful to distinguish it from に関する: 日本に関する問題 is a problem ABOUT Japan (content), while 日本における問題 is a problem occurring IN Japan (place, scope).
