Noun + に関して means "concerning, about" — nearly the same as について but distinctly more formal, a familiar sight in announcements, news reports, reports, and theses: その事件に関して、警察が調べています (concerning that incident, the police are investigating). In everyday conversation, just use について for naturalness; save に関して for writing and formal situations.
When modifying a noun, use に関する: 環境問題に関する本 (a book on environmental issues) — equivalent to についての but stiffer. The topic-presenting form is に関しては: 詳しいことに関しては、後でお知らせします.
Don't mix it up with its two neighboring compound particles: に対して doesn't present a topic but marks the recipient of an action or attitude (お客様に対して丁寧に — polite TOWARD customers); and において marks a place or formal setting (会議において — at the meeting), with no "about" meaning at all.
