〜と言っていました

When relaying one person's words to someone else — as in "he said that…" — Japanese uses 〜と言っていました rather than 〜と言いました: 田中さんは明日来ると言っていました.

The difference lies in the point of view: 言いました reports the act of speaking as an event that happened; 言っていました focuses on the CONTENT of the words, still in effect, that you are passing along. So when passing on someone's message, 言っていました is the natural choice; you also use this pattern when relaying something you heard from the weather forecast or the news.

The part before と still follows the quoting rules of 〜と言う: plain form, with nouns and な-adjectives keeping だ. In casual conversation, this whole chunk gets shortened to 〜って — see the lesson on 〜って.

  Yamada said he'll be a little late.
