〜ことができる

The pattern 〜ことができる expresses ability ("know how to, be able to") or something possible or permitted in a given situation: 日本語で手紙を書くことができます. The structure is verb dictionary form + ことができる — that's the nominalizer こと plus ができる.

The meaning is nearly identical to the potential form (可能形): 書くことができる ≒ 書ける. The difference is nuance: 〜ことができる is longer and more formal, suited to writing, announcements, and signs; in everyday conversation, Japanese speakers prefer the shorter potential form.

With a noun, you just need noun + ができる: 日本語ができます. The negative 〜ことができません is also a polite way to say something is not allowed: ここでは写真を撮ることができません.
