Noun + として assigns the subject a STATUS, role, or capacity: 留学生として日本に来た (came to Japan as an international student), 医者として働く (works as a doctor). The noun before として answers the question "in what role, under what capacity."
When modifying a noun, use としての: 母としての気持ち (one's feelings as a mother). With objects and places, として states the recognized function or status: この寺は世界遺産として有名だ (this temple is famous as a World Heritage site).
Distinguishing it from にとって: 私にとって means "seen from my side…" and is followed by an evaluation (私にとって難しい — difficult for me); whereas 私としては is "from my position, in my capacity…" when voicing an opinion (私としては賛成です — for my part, I'm in favor). One is a viewpoint for evaluating; the other is a capacity for acting and speaking.
