〜と言われている expresses something acknowledged by MANY people, a belief society shares: 納豆は体にいいと言われています (natto is said to be good for your health). It is the passive 言われる + ている of 言う: "is being said" — no one in particular is the source; rather it is public opinion, tradition, or widespread belief.
Formation: plain form + と言われている; the polite form is と言われています. This pattern suits introductory, descriptive writing — when writing about famous sights, customs, or common knowledge: 京都は日本で一番美しい町だと言われている.
