〜といいです expresses a wish about something you can't control yourself: the weather, health, exam results… The pattern is rooted in the conditional と: "if it turns out that way, that would be good" → "I hope…".
The two endings carry two nuances: 〜といいですね is used when wishing something good for the LISTENER (明日晴れるといいですね — I hope it's sunny tomorrow, huh); 〜といいんですが(…) is used when wishing for YOURSELF, trailing off at the end of the sentence to sound humble and slightly worried, as in "I wonder if it'll work out."
Because the wished-for outcome is out of your hands, the preceding clause is usually a non-volitional verb or the potential form: 晴れる、見つかる、できる、治る. Don't use this pattern for things you can actively do yourself — for those you already have 〜たいです.
